In order for a returning Mexican citizen to bring in used household goods duty free, they must have lived at least 2 years abroad, unless they can fulfill the two requirements listed below:

If he has lived abroad less than 2 years but more than 1 year, it is possible to bring in household goods if an authorization is received from "Secretaria de Hacienda". The shipper would have to present a letter together with documents proving that he or someone in his family had been studying abroad or under a scientific research.

If he lived abroad less than 1 year, he will be allowed to bring back only what they originally exported without paying duties. Items that were not taken out originally need to be packed separately, as they will have to pay duties.  If customer did not take out a shipment when he originally left Mexico, then he is allowed only to bring in Personal Effects.
